Approval to Install

In the Hornsby Shire Council Local Government Area, any new On-Site Sewage Management (OSSM) systems or changes to existing systems require prior approval from under Section 68 of the Local Government Act 1993. This is in the form of an Approval to Install application.

Approval is necessary for:

  • External Drainage: Adding or modifying drainage connections.
  • Tanks: Replacing or repairing tanks.
  • Disposal Areas: Changing, modifying or replacing the disposal area.

You must obtain Council approval before starting any modifications or installations on your On-Site Sewage Management (OSSM) system.

How does the Approval to Install process work and when do I get my Approval to Operate?

  • Confirm information on checklist
  • Submit Approval to Install application with information from checklist
  • Initial assessment is undertaken and additional information may be requested
  • Site inspection is undertaken by Council staff
  • Approval to install is issued if all aspects of application are satisfactory
  • An Approval to Operate is needed for the operation of the wastewater system, in addition to the Approval to Install
  • Once the Approval to Install has been issued, Council will automatically generate a new licence for the wastewater system and send out an application form for the Approval to Operate
  • The application form should be filled out and returned to Council within 14 days
  • Subsequent to an Approval to Install being issued, a requirement of the approval to install is for an inspection to be undertaken by Council staff
  • 48 hours prior to the installation of the wastewater system, Council should be contacted to arrange a site inspection
  • Site inspection undertaken by Council staff confirming that wastewater system has been installed satisfactorily
  • Council will confirm that the Approval to Operate application form has been received and the necessary documentation (application form, certificate of compliance from plumber, decommissioning certificate if an existing wastewater system has been decommissioned) has been supplied
  • Approval to Operate issued by Council with a Low, Moderate or High Risk Rating
