Targeted identification and heritage item review

The Targeted Identification and Review of Heritage Items is a heritage investigation and review report to identify under-represented types of potential heritage items in the Hornsby Local Government Area (LGA), and to review the viability of heritage items in Hornsby’s high-density areas.

The Heritage Item Review is intended to:

  • Test whether the local heritage listings in the Hornsby Local Environmental Plan, 2013 are appropriately balanced in terms of including structures built after 1940.
  • Test whether the distribution of heritage items across the Hornsby LGA is appropriately balanced in the more remote, rural and riverine areas of the LGA, namely the northern and western, and
  • Clarify the desired future character and how heritage conservation and development potential will be resolved for local heritage listed items located on land that is zoned to permit buildings of 16.5 m or more.

A targeted heritage identification is a focused analysis and heritage assessment of potential items, being a building, structure, landscape, or site within a defined theme or brief. The targeted identification is conducted by an independent professional heritage consultant, possibly with the input of suggestions or nominations, and the heritage assessment is undertaken in line with the NSW heritage significance criteria. It is an opportunity to consider additional places of value within the targeted topic for inclusion on the heritage schedule.

The objectives of the Targeted Identification and Review of Heritage Items project is to:

  • Identify potential new items in the Hornsby LGA not previously studied or protected in Schedule 5 of the HLEP, specifically:
    • (i) Potential new items constructed post 1940; and
    • (ii)  Potential new items in remote, river and rural areas of the LGA
  • Review the viability of retaining statutory heritage listings for existing heritage items in Hornsby’s high-density areas with building heights of 16.5m and over.
  • Prepare heritage inventory sheets for identified properties that are recommended for heritage listing.
  • Assist Council with protecting and managing the heritage resources of the Hornsby LGA.

Yes – the Targeted Identification and Review of Heritage Items will identify which of the nominated items should be proceeded by Council as potential items for listing.

The project team comprised of a Principal Built Heritage Specialist with over 25 years of professional experience in the heritage field working in both Government and private industry and a Senior Heritage Consultant with extensive experience in cultural heritage management, in particular built heritage and historical archaeology.

The draft study was completed in July 2023. Refinement of the draft study’s recommendations is currently underway to prepare the information for community input and consultation.
