Community Engagement Policy
Council’s Community Engagement Policy outlines Council’s commitment to building open, transparent and active relationships with the community.
The draft Policy was exhibited from 16 April to 28 May 2021. Based on feedback from the community an amendment was made to the document.
The final Policy was adopted by Council at its 14 July 2021 General Meeting.
Community Engagement Plan
The Community Engagement Plan supports the Policy and provides a guide for staff and consultants in the deliverance of best-practice community and stakeholder engagement with high-quality outcomes.

Notice of City of Parramatta Council amendment to Hornsby Development Control Plan 2013 and Hornsby Local Environmental Plan 2013
City of Parramatta Council have finalised amendments to the Hornsby Local Environmental Plan 2013 (HLEP) and the Hornsby Development Control Plan 2013 (HDCP) to implement changes to controls relating to properties in East Epping and Rosebank Avenue, Epping.
The HLEP and HDCP apply to land south of the M2 formerly part of Hornsby LGA, until such time a new LEP and DCP applicable to the revised LGA boundary is implemented by City of Parramatta Council.
Amendments to the HLEP maps were finalised by the NSW Department of Planning, Industry and Environment on 28 July 2021. The amended HDCP is in effect from 6 August 2021.

Notice of change to planning controls for secondary dwellings in rural areas
The maximum permitted size of secondary dwellings in rural areas has recently increased from 60 square metres to 120 square metres. The requirement for the secondary dwelling to not exceed 33% of the gross floor area of the principal dwelling in rural areas is retained. The new controls are contained within Clause 5.5 of the Hornsby LEP 2013.
The new controls are in accordance with Council’s resolution from its meeting on 14 April 2021.
