Background
Your vision | Your future 2028: Hornsby Shire Community Strategic Plan was adopted by Council in June 2018. Council has been reviewing the Plan and engaging with the community and other key stakeholders to find out what kind of Shire we want Hornsby to be by 2032.
The Community Strategic Plan is Hornsby Shire’s highest-level plan, a 10-year vision that is developed collaboratively with the community. It identifies the main priorities and aspirations for the future of Hornsby Shire. It also sets the strategic direction for where the people of Hornsby Shire want to be in 2032. Every project led by Council is guided by the Community Strategic Plan however working towards the vision for 2032 is the responsibility of many partners including state agencies, community groups and private enterprise.
The Process
An online survey to get the community’s input specifically relating to the Community Strategic Plan was available from 2 September to 15 October 2021. Community engagement outcomes from recent projects, including Future Hornsby - developing the Local Strategic Planning Statement and its ten supporting strategies - have been considered and analysed, the results of the 2020 Quality of Life and Asset Management survey and the National Liveability Census considered and integrated.
Community feedback
The draft Hornsby Shire Community Strategic Plan 2032, Your vision | Your future 2032, was publicly exhibited from 10 March to 11 April 2022.
57 submissions were received during the exhibition period and a series of minor word changes or additions were made to the document in response to community feedback. See Proposed Final Community Strategic Plan 2032 (PDF 4.7MB)

Frequently Asked Questions
Each local government area must have a community strategic plan that has been developed and endorsed by the Council. Council will have a custodial role in engaging, refining and preparing the plan on behalf of its community.
The Community Indicators under each of the eight Strategic Directions will be measured in two years to show progress. The results will inform a State of the Hornsby Shire Report to be produced after the current Council term (ending in September 2024) showing progress towards the 25 goals and overall Vision identified in the Plan, and will also inform the development of the next Community Strategic Plan.
